ICAO Regional Middle East Aviation Security  Training Centre

On 08/12/1998, coordination took place between the Civil Aviation Regulatory Authority and the International Civil Aviation Organization (ICAO) to establish a specialized regional center in the Middle East to cover the training needs of all countries in the region in the field of aviation security. Queen Noor Technical College was selected as the headquarters of the center.

The aim is to deepen the concept of aviation security for the countries of the region by adopting the model training packages issued by ICAO in this field.

The center works to strengthen cooperation and communication with regional and sub-regional centers existing within ICAO regions that specialize in civil aviation security.

It assists countries in the Middle East region in implementing standard rules and recommended practices issued by ICAO, as stipulated in Annex 17 of the Convention on International Civil Aviation.

The center also seeks to meet the training needs of the Jordanian Civil Aviation Regulatory Authority and regional training authorities in the field of civil aviation security, whether bilaterally or multilaterally, as determined by the authorities. This is due to the importance of security work that serves all countries worldwide and the regional states in the Middle East through aviation security training centers, for which the ICAO center develops training packages that are aligned with the threats faced by the civil aviation sector.

Basic Training for Airport Security Personnel

Duration: 10 days

It will train basic airport security personnel to enforce, monitor, and apply airport security preventive measures.

Aviation Security Crisis Management

Duration: 5 days

To provide management personnel with the knowledge and skills needed to develop and implement sound crisis management procedures

Aviation Cargo and Mail Security Training

Duration: 5 days

It will train selected personnel involved in the handling of cargo, courier and express parcels, mail, and company stores, to apply security preventive measures in accordance with approved aviation security programmes.

Airport Security Supervisors

Duration: 8 days

It will train selected airport security personnel to supervise the application of airport security preventive measures in accordance with the approved airport security program.

National Inspectors

Duration: 7 days

To enable aviation security auditors to audit the implementation of Annex 17 standards using ICAO methodology, and to undertake audit missions within the ICAO universal security audit programme (USAP)

Aviation Security Instructors

Duration: 7 days

To enable aviation security personnel to present specialized aviation security training courses to selected personnel, utilizing validated material-dependent course material, such as Standardized Training Packages (STPs) and Aviation Security Training Packages (ASTPs)

Airport Security Program (ASP)

Duration: 5 days

To describe the ICAO requirements for an Airport Security Program (ASP), demonstrating the ICAO ASP model outline, as well as guidance provided in the ICAO Aviation Security Manual (Doc 8973 – Restricted)  

AVSEC Certification Systems

Duration: 5 days

To describe the requirements and benefits of having certification systems within Aviation Security, by identifying the difference between training and certification, and demonstrating a working knowledge of the criteria for a certification system, as well as guidance provided in Annex 17 –Security and the ICAO Aviation Security Manual (Doc 8973 – Restricted).



Aviation Security (AVSEC) Managers Course

Duration: 5 days

To enable participants at the managerial level to plan, coordinate, and implement the application of airport security preventive measures in accordance with approved national and airport security programs.

National Civil Aviation Security Program (NCASP)

Duration: 5 days

To describe the ICAO requirements for a National Civil Aviation Security Program (NCASP), demonstrating the ICAO NCASP model outline, as well as guidance provided in the ICAO Aviation Security Manual (Doc 8973 – Restricted)  

National Civil Aviation Security Quality Control Program (NCASQCP)

Duration: 5 days

To define quality control measures in a civil aviation security system and become familiar with the ICAO Quality Control Program Model outline and template, according to the general principles of quality control measures and regulatory requirements

ICAO National Civil Aviation Security Training Program (NCASTP)

Duration: 5 days

To enable the participants to identify the general principles of an NCASTP and to acknowledge the training requirements. The participants will develop a draft NCASTP by utilizing the provided template, in accordance with the ICAO Aviation Security Manual (Doc 8973–Restricted).

AVSEC Risk Management (RM)

Duration: 5 days

To establish and maintain risk management capabilities, foster a risk management culture, and establish a consistent approach to assess and manage aviation security risks. 

Aviation Security Culture

Duration: 5 days

To explain the principles, importance, and benefits of effective security culture, present tools and best practices for the development of a strong and sustainable security culture, and illustrate processes that can be used to develop behavior change through campaigns to build and maintain an effective security culture.

Airport Security Designing System

Duration: 5 days

To   “Develop, Design and Implement security solutions and procedures at the airport in accordance with the standards approved by the International Civil Aviation Organization (ICAO) and the National Aviation Security Program (NASP)”.

 Airport Land Side Security

Duration: 5 days

To enhance the participant’s knowledge of the importance of landside security at the airports and conduct a practical assessment of an airport's landside security 

Security Management Systems

Duration: 5 days

To enable the security staff to handle the Aviation Security Management System in their organization according to the international and national regulations.   

Human Factors in Aviation Security Operations

Duration: 5 days

At the end of the course, the participants will be able to acquire the necessary knowledge and skills to link the impact of human factors in terms of selection, training, licensing, and performing duties with aviation security operations.

Air Traffic Security Management Program

Duration: 5 days

To describe the ICAO requirements for an Air Traffic Security Management Program (ATSMP), demonstrating the ICAO ATSMP model outline, as well as guidance provided in the ICAO Aviation Security Manual (Doc 8973 – Restricted)  

Behavior Detection WORKSHOP

Duration: 5 days

To educate security personnel, and those responsible for the implementation of aviation security measures, in behaviour detection techniques and methods in order to enhance overall protection against acts of unlawful interference.

INSIDER RISK WORKSHOP

Duration: 5 days

•Understand the management of insider risks
•Understand the concept of insider threats
•Develop insider threat scenarios
•Practice assessing insider based risks 

Unmanned Aircraft Security Operations Course

Duration: 5 days

To provide an in-depth focus on identifying security risks and threats related to unmanned aircraft operations, along with the application of preventive and deterrent measures to mitigate these risks. It emphasizes the effective supervision and management of UAS-related security operations while ensuring full compliance with ICAO standards and national civil aviation security regulations. Additionally, the course covers the development of strategies to respond to and confront incidents involving unmanned aircraft.

Aviation Cyber Security & Data Privacy Protection

Duration: 5 days

The Participant will be able to apply the Aviation
Cyber Security & Data Privacy Protection concepts
into the context of the participant designated role
in his organization as part of a national responsibility
to secure data against acts of unlawful interference in accordance with ICAO SARPs and National Regulations

Dealing with Unmanned Aircraft

Duration: 6 days

By the end of the course, participants will acquire the knowledge and skills necessary to manage and respond to unmanned aircraft threats in accordance with best security and operational practices.
