Course Development Unit (CDU)
The
Course Development Unit (CDU) was established at Queen Noor Technical College
of Civil Aviation (QNAC) as part of the College’s membership in the ICAO
TRAINAIR PLUS Program, a global training initiative launched by the
International Civil Aviation Organization (ICAO) to enhance the quality and
effectiveness of aviation training worldwide. The program supports training
organizations in developing and delivering competency-based courses that comply
with international standards, contributing to improved safety, efficiency, and
sustainability in civil aviation, while promoting the sharing of standardized
training solutions and best practices across the global aviation training
community.
Within
this framework, the CDU is responsible for designing, developing, and managing
competency-based training courses in accordance with ICAO standards and the
TRAINAIR PLUS methodology. All Standardized Training Packages (STPs) developed
by the Unit are competency-based courses that focus on operational practices
and are aligned with national regulations, procedures, and industry
requirements. These STPs are created by the CDU under the supervision of
ICAO-approved Instructional Systems Design (ISD) validators, ensuring full
compliance with ICAO training development requirements and international best
practices.
The
Course Development Unit at QNAC has achieved notable milestones through the
successful development and delivery of several ICAO-aligned STPs in key civil
aviation disciplines. These include the:
- Flight
Permission Officer STP,
completed in April 2013, through which 34 training courses were conducted for more
than 95 trainees from different countries
- Area Surveillance Control STP,
completed in June 2016, with 10 training courses delivered to 19 international
trainees

Airport Facilitation STP, completed in February 2020, which supported 27
training courses attended by 97 trainees from various countries.

Aerodrome Control Initial Training STP, completed in March 2019, was
delivered through 9 training courses for 37 trainees

Unruly and Disruptive Passengers Incidents Management STP, completed in
October 2024, has already been delivered through 4 training courses for 17
trainees.
Beyond
course development, the CDU at QNAC has played an active role in capacity
building by hosting and delivering specialized courses developed by ICAO and
other TRAINAIR PLUS members. These courses cover a wide range of aviation
training fields, including aerodrome inspection, air traffic services
supervision, aircraft emergencies for aerodrome controllers, post-training
evaluation, and prevention of miscommunication in ATC radio telephony, threat
and error management in air traffic control, training management, training
development, and instructor qualification.
Through
these achievements, the Course Development Unit has significantly strengthened
QNAC’s institutional capacity, enhanced its ability to deliver an internationally
recognized aviation training program, and reinforced its position as a regional
contributor to capacity building within the ICAO TRAINAIR PLUS network .
