Course Development Unit (CDU)

The Course Development Unit (CDU) was established at Queen Noor Technical College of Civil Aviation (QNAC) as part of the College’s membership in the ICAO TRAINAIR PLUS Program, a global training initiative launched by the International Civil Aviation Organization (ICAO) to enhance the quality and effectiveness of aviation training worldwide. The program supports training organizations in developing and delivering competency-based courses that comply with international standards, contributing to improved safety, efficiency, and sustainability in civil aviation, while promoting the sharing of standardized training solutions and best practices across the global aviation training community.


Within this framework, the CDU is responsible for designing, developing, and managing competency-based training courses in accordance with ICAO standards and the TRAINAIR PLUS methodology. All Standardized Training Packages (STPs) developed by the Unit are competency-based courses that focus on operational practices and are aligned with national regulations, procedures, and industry requirements. These STPs are created by the CDU under the supervision of ICAO-approved Instructional Systems Design (ISD) validators, ensuring full compliance with ICAO training development requirements and international best practices.

The Course Development Unit at QNAC has achieved notable milestones through the successful development and delivery of several ICAO-aligned STPs in key civil aviation disciplines. These include the:

-  Flight Permission Officer STP, completed in April 2013, through which 34 training courses were conducted for more than 95 trainees from different countries

 - Area Surveillance Control STP, completed in June 2016, with 10 training courses delivered to 19 international trainees

- Airport Facilitation STP, completed in February 2020, which supported 27 training courses attended by 97 trainees from various countries.

- Aerodrome Control Initial Training STP, completed in March 2019, was delivered through 9 training courses for 37 trainees

- Unruly and Disruptive Passengers Incidents Management STP, completed in October 2024, has already been delivered through 4 training courses for 17 trainees.

Beyond course development, the CDU at QNAC has played an active role in capacity building by hosting and delivering specialized courses developed by ICAO and other TRAINAIR PLUS members. These courses cover a wide range of aviation training fields, including aerodrome inspection, air traffic services supervision, aircraft emergencies for aerodrome controllers, post-training evaluation, and prevention of miscommunication in ATC radio telephony, threat and error management in air traffic control, training management, training development, and instructor qualification.

Through these achievements, the Course Development Unit has significantly strengthened QNAC’s institutional capacity, enhanced its ability to deliver an internationally recognized aviation training program, and reinforced its position as a regional contributor to capacity building within the ICAO TRAINAIR PLUS network    .

Duration: 10 days

Enhance the capacity of training personnel to play an active role in developing effective training packages in the field of civil aviation.

Flight Permission Officer

Duration: 5 days

 Manage flight permission processes, including scheduled flight requests, commercial non-scheduled flight applications, and diplomatic flight approvals. Handle urgent flight permission requests efficiently while ensuring compliance with established regulations.

Training Instructors Course (TIC) 

Duration: 5 days

Prepare the training environment, including facilities, equipment, and instructional materials. Manage trainees using effective training strategies and conduct sessions employing a variety of instructional methods as required. Perform trainee assessments accurately, objectively, and appropriately, and carry out course evaluations effectively. Complete training reports to support continuous course improvement.

Airport Facilitation

Duration: 5 days

To equip airport Facilitation Officers with the knowledge, skills, and attitudes required to manage airport facilitation efficiently and effectively. Ensure compliance with national regulations and ICAO SARPs, maintain the integrity of travel documents and border controls, identify key elements of the Traveler Identification Program (TRIP) strategy, and apply airport security measures appropriately.

Customer Service at Airport

Enhance communication skills with customers by applying effective strategies to improve the customer experience and achieve sustainable satisfaction. Customer Service for Passengers with Disabilities 

Duration: 5 days

Equip airport staff, particularly those in customer-facing and security roles, with the knowledge, sensitivity, and practical skills required to provide high-quality service to passengers with disabilities. Understand disability and diversity, recognize types of disabilities (both visible and invisible), adhere to legal and ethical responsibilities in airports (e.g., ICAO, IATA, national law), apply effective communication strategies with people with disabilities, utilize airport accessibility features and assistance services, manage challenging situations with empathy, and leverage the role of assistive technologies to enhance passenger support and accessibility.

Unruly/ Disruptive Passengers Incident Management

Duration: 5 days

To provide airport security personnel, Cabin Crew with the necessary knowledge, skills, and attitudes required to handle unruly/disruptive passenger incidents efficiently and effectively in accordance with: National security program, Airport security program, Annex 17, Annex 9, Security manual 8973.

AI in Airport Ground Operations

Duration: 5 days

Provide participants with a comprehensive understanding of the practical applications of Artificial Intelligence in the airport environment, with a focus on enhancing ground operations and baggage handling, minimizing lost luggage incidents, and reviewing global best practices while conducting practical simulations using predictive algorithms.

AI in Airport Security

Duration: 5 days

Introducing participants to the latest applications of artificial intelligence in airport security, through computer vision and video analytics, risk prediction, and emergency management, which enhance the efficiency of screening systems, enable rapid response, and reduce security threats.

AI for Enhancing Passenger Experience at Airports 

Duration: 5 days

To enable customer service staff, marketing teams, and senior management to utilize AI tools such as virtual assistants (chatbots) and data analytics to improve the passenger journey, reduce congestion, and develop practical scenarios simulating the passenger experience from check-in to boarding.

Predictive Maintenance in Aviation: AI Applications

Duration: 5 days

To enable customer service staff, marketing teams, and senior management to utilize AI tools such as virtual assistants (chatbots) and data analytics to improve the passenger journey, reduce congestion, and develop practical scenarios simulating the passenger experience from check-in to boarding.

National Strategies for AI Adoption in Aviation 

Duration: 3 days

To provide decision-makers and managers in civil aviation authorities with a comprehensive understanding of Artificial Intelligence, and to develop a national or institutional roadmap for AI adoption in the aviation sector.

International Air Law and ICAO Standards

Duration: 5 days

This course is designed to equip participants with the knowledge, skills, and attitude necessary to understand and apply international air law, international conventions, and the regulatory framework governing civil aviation in accordance with International Civil Aviation Organization (ICAO) standards. Participants will develop a solid foundation in the general concepts of law, gain insights into the historical and legislative evolution of air law, and acquire in-depth knowledge of ICAO documents and annexes. landscape.

ICAO Correspondence and Documents Amendment Implementation

Duration: 5 days

This course equips employees of administrative and legal units in civil aviation authorities, airports, and airlines with the knowledge and skills to coordinate effectively with ICAO and other relevant entities. Participants will learn to manage ICAO communications, process responses related to Annexes and Document amendments, and ensure compliance with the Chicago Convention, supporting the effective implementation of national and international aviation regulations and procedures.

Air Law for Aviation Personnel  

Duration: 5 days

This course is designed primarily to providing participants with the knowledge, skills and attitude in the fields of Air Law, National Civil Aviation Law and Regulations.

Professional Project Management in Aviation

Duration: 5 days

Participants will be able to apply concepts and principles of the project managements as outlined in a guide to the project management base of knowledge, (PMBOK GUIDE), 7th edition, and articulate the key rule, responsibilities and skills of a project manager.

Time Management Course

Duration: 4 days

This course aims to enhance participants’ skills in making the most effective use of their working time.
